Solar Panel Funding and Savings in Scotland

Installing solar panels can be a smart long-term investment for Scottish homeowners, helping to reduce reliance on grid electricity while providing the opportunity to earn money from surplus electricity exported to the grid. However, the savings, payback period and funding available vary by household and property.

Is There a Grant for Solar Panels in Scotland?

There is currently no general Scottish Government grant specifically for owner-occupiers installing standard solar PV panels on their own.

However, support may be available to some households through schemes such as ECO4, local authority programmes or other targeted funding, depending on eligibility and the property. Homeowners can also benefit financially from reduced grid electricity purchases and, where eligible, payments for surplus electricity exported through the Smart Export Guarantee (SEG).

It is important to check current eligibility before making a financial decision, as funding schemes and their terms can change.

Home Energy Scotland Grant and Loan

The Home Energy Scotland Grant and Loan is funded by the Scottish Government and provides eligible owner-occupiers with grants and/or interest-free loans for specified clean heating, renewable and energy-efficiency measures.

Standard solar PV is not currently listed as a standalone eligible measure for owner-occupiers under the scheme. Heat pumps can receive grant funding of up to £7,500 plus an optional interest-free loan of up to £7,500, subject to eligible costs. A rural uplift can increase the heat-pump grant by £1,500.

Funding is first-come, first-served, subject to budget availability and a written funding offer. Loan applications are subject to affordability and credit checks and an administration fee.

The Smart Export Guarantee (SEG)

The Smart Export Guarantee allows eligible small-scale generators, including households with solar PV, to receive payments for electricity exported to the grid.

Electricity suppliers with at least 150,000 domestic electricity customers are mandatory SEG licensees and must offer SEG payments to eligible generators. Smaller licensed suppliers can participate voluntarily. Export tariff rates and terms vary between suppliers.

Solar therefore has two potential financial benefits: using generated electricity in the home can reduce the amount bought from the grid, while eligible surplus generation can earn export payments.

ECO4 Scheme

The Energy Company Obligation (ECO4) is a UK Government energy-efficiency scheme focused on improving eligible homes and supporting qualifying households. Solar PV can be an eligible ECO4 measure in specified circumstances, but ECO4 should not be presented as a general “free solar” scheme available to all Scottish homeowners.

Household, property, heating-system and project requirements apply. Ofgem’s current guidance reflects the extension of ECO4 to 31 December 2026.

Local Authority and ECO4 Flex Support

Some households may be able to access targeted energy-efficiency support through local authority programmes or ECO4 Flex. Availability and eligibility vary by area and household circumstances.

Homeowners should check Home Energy Scotland’s Funding Finder and their local authority for current schemes rather than assuming a particular grant is available.

How Much Could Solar Panels Save in Scotland?

There is no single annual saving figure that is accurate for every Scottish household. Actual savings depend on system size and generation, roof orientation and shading, household electricity consumption, how much solar electricity is used in the home, whether battery storage is installed, electricity import prices and the export tariff received.

Does Scotland Get Enough Sun for Solar Panels?

Yes. Solar PV panels generate electricity from solar radiation and do not require hot weather or uninterrupted direct sunshine. They can continue to generate on cloudy days, although output varies with available solar radiation, season, location, orientation, shading and system design.
